California bill would require community college health centers to provide chemical abortion by 2029
California lawmakers are advancing legislation that would require community college health centers statewide to offer chemical abortion once the Legislature provides funding, extending a mandate already in place at California State University and University of California campuses since 2023.
Assembly Bill 2540, introduced by Democratic Assemblymember Catherine Stefani, would require community college student health centers to provide access to "abortion by medication techniques" beginning Jan. 1, 2029, with awareness and promotion efforts required by Jan. 1, 2028. The bill's text, posted on the Legislature's own website, extends a 2019 law that first imposed the requirement on four-year public university campuses.
Stefani told lawmakers at an April hearing that the bill closes a "critical gap" left by excluding community college students from the original mandate. But according to CalMatters reporting, health center directors at community colleges across the state say many campuses lack the staffing, clinical capacity, and resources already available at CSU and UC health centers, raising doubts about whether colleges can safely implement the requirement even with future funding.
Stephanie Goldman, executive director of the Faculty Association of California Community Colleges, has raised concerns about the practical burden the mandate would place on community colleges, many of which serve larger and more diverse student populations than four-year universities with far smaller health budgets.
Community college campuses often serve as an accessible, low-cost option for the state's neediest students, making the prospect of an on-campus abortion mandate especially troubling for pro-life advocates, who see it as normalizing abortion access rather than directing students toward support to carry their pregnancies to term.

Priests for Life has not commented specifically on AB 2540, but Frank Pavone, national director of Priests for Life, and the organization have consistently opposed efforts to expand chemical abortion access on college campuses, arguing that campuses should support pregnant students and their unborn children rather than facilitate abortion.
